Much of the city sits in a FEMA Special Flood Hazard Area, where a federal rule — the "50% rule" (substantial damage / substantial improvement) — can turn an ordinary remodel or the next storm into a six-figure problem.
Here's how it works. If the cost to repair storm damage — or the cost of a voluntary renovation — reaches 50% of the home's structure value (the building only, not the valuable land underneath it), the home must be brought fully up to current flood code. In practice that usually means elevating the entire house to Base Flood Elevation, often on pilings — a cost so high that demolition and rebuild is sometimes the cheaper path. On an older slab home where the structure is worth far less than the land, that 50% threshold is easier to cross than buyers expect, and Hurricane Ian pushed thousands of Lee County homes across it.
