Property owners pay a canal maintenance assessment on their tax bill that funds the program, city staff walk the walls at low tide every winter in a rotating assessment of the canal zones, and when a wall fails the city, not the owner, is the one that replaces it. After Hurricane Ian the city identified roughly 582 parcels with seawall damage, more than six and a half miles of wall in Punta Gorda Isles alone, and the replacement program is still working through that list, with the assessment proposed to rise to $1,500 a year for the 2027 budget to pay for it. Some of those repairs are tied up in FEMA funding disputes.

What that means for a buyer is specific. You are not on the hook for a $90,000 seawall replacement the way you would be in Naples or Cape Coral, but you are buying into an assessment that is going up, and if the wall behind your house is on the city's damage list, you want to know where it sits in the queue before you close. On a PGI or BSI inspection we review the seawall the same way we do everywhere, cracks, erosion and soil loss behind the cap, drainage, lean, and we tell you what we see, but we also tell you to pull the city's canal maintenance records for the address. The dock and the boat lift are a different story. Those are yours, and we review the dock and lift on every waterfront inspection: decking, pilings, wrap boards, fasteners, dock electrical and a quick operational test of the lift.

What Hurricane Ian left behind

Ian made landfall just south of Punta Gorda in September 2022 as a Category 4, and this is the market where its damage is most visible four years later. Roofs are the first thing. A large share of Punta Gorda homes have roofs replaced since 2022, which is good news for insurance and wind mitigation, but a new roof on an old house tells us nothing about what the storm did to the trusses, the soffits, the attic ventilation or the water that got in before the tarp went on. As a company run by a licensed roofing contractor, we walk the roof whenever it is safe, we look at the attic side as closely as the shingle side, and we read the permit history to see whether the roof, the windows and the repairs were done with permits and finals. Homes with storm repairs done without permits are common here, and they become the buyer's problem on the next insurance renewal or the next sale.

We perform new construction inspections before the final walkthrough and 11-month warranty inspections before the builder's warranty expires, and on production homes built at speed we find the same items again and again: missing attic insulation at the eaves, unsealed penetrations, drainage graded toward the slab, and HVAC installs that pass the county final and still fail a duct leakage test. An 11-month inspection is the cheapest money a Babcock owner will ever spend, because every item on the list is the builder's to fix.
